Abstract

This study aims to develop and evaluate a software framework for Record of Processing Activities (RoPA) in accordance with Section 39 of the Personal Data Protection Act B.E. 2562 (2019). The system is designed using a reusable software framework to ensure adaptability across various organizational contexts. The development process involved reviewing related literature, designing system models with Unified Modeling Language (UML), and implementing the system using JavaScript, Node.js and PostgreSQL. APIs were also developed to support data integration with other systems. The system was tested and evaluated by experts in information technology and in personal data protection law focusing on both technical implementation and legal compliance. The results showed that the system achieved
a high level of appropriateness in both areas. It effectively reduces the complexity involved in documenting data processing activities and is practical for real-world use. These findings suggest that a reusable framework approach enhances development efficiency, ensures compliance with legal requirements, and supports flexible adoption in diverse organizational environments.
