DEVELOPMENT OF A PERSONNEL PERFORMANCE MONITORING SYSTEM AT CHAOPRAYA UNIVERSITY

Abstract

The objective of this research was to develop a "Personnel Performance Monitoring System" for Chaopraya University to facilitate the systematic and standardized storage of personnel profiles and workload data, supporting real-time performance monitoring. The system was developed to address issues regarding fragmented data storage, excessive paperwork, and the lack of summarized data for executive decision-making. The research methodology employed Agile Software Development, gathering requirements from staff, department heads, and executives to analyze and design the system based on Management Information System (MIS) and Human Resource Information System (HRIS) principles. The developed system is a web application consisting of four main modules: 1) Personnel Module for recording and updating workload; 2) Department Head Module for verifying and approving data; 3) Executive Module for data analysis via a Dashboard; and 4) Administrator Module for managing data structure and user permissions. Additionally, the system integrates data from various units, such as exam proctoring schedules, assigned teaching subjects, and current student information, to support the missions of both academic and support staff. System testing results indicated that the system functions accurately and stably in terms of data recording, processing, reporting, and Dashboard visualization. Meanwhile, the user satisfaction evaluation involving 25 participants revealed a “High” level of satisfaction (Mean = 4.46), with the aspect of usefulness receiving the highest score (4.60). This reflects that the system meets the actual needs of the university and effectively supports manpower planning, performance monitoring, and human resource management. In conclusion, the developed system is suitable for practical implementation at Chaopraya University and holds potential for future expansion to integrate with other information systems, such as academic systems, HRIS, and personnel evaluation systems.
