ปัจจัยที่ส่งผลกระทบต่อการพัฒนาระบบโลจิสติกส์ด้านการขนส่งสินค้าทางน้ำ บริเวณเมืองท่าชายทะเลประเทศไทย

บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อวิเคราะห์สภาพทั่วไป ปัจจัยที่ส่งผลกระทบ และแนวทางการพัฒนาระบบโลจิสติกส์ด้านการขนส่งสินค้าทางน้ำบริเวณเมืองท่าชายทะเลประเทศไทย การวิจัยนี้เป็นรูปแบบการวิจัยแบบผสมผสานเชิงลำดับอธิบาย (Sequential Explanatory Design) โดยเก็บข้อมูลเชิงปริมาณจากผู้ประกอบการ 150 ราย และข้อมูลเชิงคุณภาพจากการสัมภาษณ์เชิงลึกผู้ให้ข้อมูลหลัก 17 ท่าน ผลการวิจัยพบว่า สภาพทั่วไปของระบบโลจิสติกส์ทางน้ำยังไม่ได้รับการพัฒนาอย่างเต็มที่ โดยเฉพาะปัญหาด้านโครงสร้างพื้นฐาน กฎหมาย และการขาดแคลนบุคลากร ผลการวิเคราะห์ด้วยแบบจำลองสมการโครงสร้าง ยืนยันว่าปัจจัยต่างๆ มีอิทธิพลต่อกันอย่างมีนัยสำคัญทางสถิติ โดยทรัพยากรมนุษย์และศักยภาพองค์การ มีอิทธิพลทางตรงสูงสุดต่อคุณภาพบริการมีค่าสัมประสิทธิ์ β = 0.54 ในขณะที่คุณภาพบริการ มีอิทธิพลทางตรงสูงสุดต่อการพัฒนาระบบโลจิสติกส์มีค่าสัมประสิทธิ์ β = 0.94
นอกจากนี้ การวิจัยเชิงคุณภาพ พบว่า ระบบสารสนเทศมีอิทธิพลเชิงลบต่อคุณภาพบริการ เนื่องจากการขาดการบูรณาการข้อมูลและการขาดแคลนบุคลากรที่มีทักษะในการใช้งานอย่างแท้จริง การวิจัยนี้สร้างองค์ความรู้ใหม่ในรูปแบบของกรอบแนวคิดเชิงบูรณาการ ซึ่งสามารถใช้เป็นแนวทางเชิงนโยบายเพื่อยกระดับขีดความสามารถในการแข่งขันของระบบโลจิสติกส์ทางน้ำของไทยให้ทัดเทียมกับมาตรฐานสากล
