Human Resource Development Strategies Planning for the Probation Department, Thailand (2009-2013 A.D.)

Abstract

The probation Department commissioned a research project to develop a long-term strategic planning for human resource
development for years 2009-2013. The objectives are to design training programs for both the department personnel and the
stakeholders. A mixed methodology of content analysis and a field study was used. A stratified sampling method identified 722 samples from 33,299 populations which is statistically significant at .01 level. An integration of outcomes from both documentary research and empirical finding laid bare 3 levels of strategies: global trend, national context and departmental concerns. A strategy map was designed comprising vision, mission, strategic statements with goals and strategies. Four strategic statements served as the guidelines for training programs complete with appropriate androgogy and assessments for various types of personnel both within the department and the stakeholders. The strategic statements are (1) Communications within the framework of rules and regulations and ethics to create a just society; (2) A paradigm shift for development, employing knowledge management; (3) Responsiveness to public demands in principles of justice; and (4) Compromising towards success by integrating all strategies within 5 years.
